Of these authority is the most legitimate way, because it is based on consent.Many in authority will make use of manipulation and force. This is allowed so long that what they do is consistent with their authority. When one objects to the abuse of authority, one must be careful not to deny authority, precisely because it--at bottom--rests on the opinion of many, not just the one in power. The Catholic objection to Luther was not necessarily his particular opinions but his arrogation of authority to himself. Think in terms of a classroom, where the unruly student is not content to disagree with the teacher but must bend the situation to his own will.
