Then the Law is not given by God? It is something that, over time, was developed as people grew in understanding of "the divine"?

Again, this is one viewpoint, and not an orthodox one. From this perspective, there are two different ways of looking at the Law. One is that it was divinely inspired, not divinely dictated. The second, which you are more likely to find in Reform and Reconstructionist Judaism, is that the Law was written by man, based upon the understanding of the divine he had at that time. The body of interpretation then would reflect the gradual evolution of this understanding.
