To move, travel from one small area to another, in the Soviet Union one needed "papers." Whether by bus, train, trolley, bicycle or walking, you could not move, travel outside of your small county without papers.
The dirty BIG secret is that they did not issue papers to over 80% of the populace. If you had papers, and did or thought something other than the approved thoughts, you could lose your papers.
Then, combine this with your own carbon footprint account. Imagine a daily, weekly, monthly, annual, and yes, lifetime carbon limit account. If you use any hydrocarbons, directly or indirectly, you use up your carbon allotment. If you use up your weekly allocation, you can 'borrow' from your monthly and yearly allotment. If you eventually use up your lifetime allotment.... Oh well, time to let younger people breathe.
