Historically speaking, run ins with their “gentile” neighbors are pretty common. The townspeople need to get a zoning ordinance put in place forbidding structures over such and such a height. Assuming their local reps aren’t bribe-able or easily intimidated. Worst case, two can play the harrassment game.

There’s a town I know of where they are trying to get a zoning variance to allow a huge temple be built in a residential area.

It also would violate the dark skies ordinance of the town due to the bright lights illuminating the steeple.
