This is human trafficking and all efforts should be to return them immediately to their home countries.
As far as difficulty of maintaining order within the facility though, it is hard to think of a more difficult group of humans to manage in a facility than a mass of freshly arrived foreign children.
Why aren’t the kids doing the cleaning? They need to be trained for their future jobs as domestic help.
