For now, that is generally true.

The classic method of totalitarian regimes is to recruit police and military from foreign immigrant populations and use them to suppress rebellion in provinces far away from where they live. It is very effective.

This kind of staff replacement is already starting in many places and is well advanced in others. We may not be able to count on vulnerable police or military forces.

A key vulnerability is in the bureaucratic minions who pass the orders to the police and military and carry out those orders. As another poster remarked "Hitler, Stalin, and Mao Tse Tung never killed anybody. Their public servants did the killing".

Politicians and executives in the bureaucracy will generally be well protected by security forces, especially after a few involuntary term limitations. Their staff will not enjoy such protections. It will be possible for interested parties to reach out and touch them no matter how well protected their bosses may be. It is a crappy-looking pathway into a possible future. We won't like it very much. But it is the most likely pathway.

Without capable and willing minions, the bosses have no power to do anything.
