In what you posted I must have just missed the word COVENANT. Would you point that out for me?
Maybe you should revisit the crystal clear language of the OLD COVENANT, that was based on OBEDIENCE. It was CONDITIONAL. Israel, as a nation, is finished. They were given a FINAL 490 years of probation according to Daniel 9. AGAIN, here is my proof (see video below). All texts are incorporated. There is no more Jewish Nation (except in the fantasies of the followers of John Darby). There is now ONLY those in Christ Jesus. Every INDIVIDUAL Jew has the same chance at salvation as everyone else. God is no respecter of persons. Never has been, never will.

The new covenant clearly states that God will put his laws into our hearts and minds, and we will obey Him. Those who don’t, are not His remnant, and will not be saved. They will be the ones saying “But Lord, Lord, I did this and that in your name”, etc... Those who commit lawlessness will not be in heaven. Rejecting God’s law is lawlessness. Saying it was nailed to the cross and doesn’t apply to Christians is lawlessness. Saying it only applies to the unsaved is lawlessness. Those who believe in those things have been royally hoodwinked by Satan, and they don’t even realize it.

What does the covenant of peace have to do with the literal nation of Israel just before the coming of Christ.
ALL of the promises under the OLD COVENANT were CONDITIONAL UPON OBEDIENCE. They were NOT obedient. They committed great sin. God punished them by having Babylon destroy Jerusalem and take many of them captive. He then gave them 490 years to atone for their sins and accept Christ as the Messiah. Their final act of rebellion was the stoning of Stephen. The nation of Israel, corporate Israel, is now dead to Christ. INDIVIDUAL Jews are a completely different story.

Paul happens to be referring to the New Covenant, FIRST mentioned on Jeremiah.
Those IN CHRIST JESUS, including INDIVIDUAL JEWS are under the New Covenant. The literal nation of Israel is not.
Jeremiah 31:31Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah: 32Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD: 33But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people. 34And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD: for I will forgive their iniquity, and I will remember their sin no more.
Satan cares cause he is trying to destroy the Jews.
Since Paul says only those Jews who accept Christ will be grafted back onto the root, “all Israel” here can only mean all those who are regenerate in Christ. Which is the exact definition of the Church.
