No he did not, I am aware of what the Catholic answer is to this verse and a discussion would most likely be pointless. However if Apostolic Succession is a real thing I would ask why no other gift is present today? In the Bible we see the Apostles simply declaring something and it was so. They raised the dead, healed, and cast out demons on their first attempt every time. I would further if Apostolic Succession is still happening where was the authority to expand it from the original 12 to thousands?
There have been 100s of apparitions of Mary throughout history and they are not 100% consistent in their teachings? If an apparition ends of teaching a false doctrine with a prophecy that comes true was that from Mary?
What if an angel told someone to go to a Mosque and afterwards they were healed of cancer? How about the 100s of people who claim to speak with God on a regular basis? You then have people like Joseph Smith, Ellen White, Charles Russell etc Why not trust their revelations?
The whole point of this is that we must have one solid framework to base all non-scriptural revelations and that of course is the Bible. We can know this because all of the NT was either written by someone who witnessed the death, burial, and resurrection of Christ directly, or it was someone who knew a witness personally. (Yes there is the debate of authorship of Hebrews, but the writing style, depth of Jewish knowledge, and harmony with other scripture strongly points to Paul)

I don’t understand why people find this so challenging? I guess it is because we all want to do something to earn God’s favor because then we can feel like we have a part in it. However I would ask why would Jesus breakdown the Jewish system of continual sacrifices, ritual washing, ritual diet laws, etc just to institute a new set of laws that are just as restrictive? The NT clearly teaches that the OT system was to show that it is only by loving and trusting in the Lord that we are saved because God demands perfection and nothing less.
