According to the narrator it's the "greaper" at "Winchester Arbey." You can see the "chadow."

My guess is it's some part of the Coronation ceremony spelled out in ancient texts but not really for public consumption. I'll bet there are a lot of those little details they've been doing for a thousand years or so.

Or, it's some guy joking around to get into the Daily Mail.
