Is the HE in Romans 13:4 the Holy Spirit? No, it is not. It is an earthly power that God ORDAINED (verse 1).
The restrainer of the Antichrist was Pagan Rome! Paul was talking about a ruling power in both instances. Even someone as spiritually blind as you should be able to see that. You are Dead Man Walking if you can't.
No Holy Spirit as Restrainer/no more literal Israel = no PTR. DONE.
