First,I think he's got to go through the administrative process for a rule change. Which requires a public comment period.
Second, I think he's going to have to show a rationale for the rule change. And I don't think there is one. Accessiblity of abortions, maybe?

there’s already a significant shortage of health professionals. Will be interesting to see how many quit if the is attempted. at r. u her won’t be insignificant. Those in health care are smart enough to be able to get other jobs. Patients will have nowhere to go.
