Cubits are considered to be somewhere between 18” and 24”. Goliath could be up to 13’ tall by the higher measure.

I've read that a true cubit is the length from one's elbow to the tip of the middle index finger. No one knows for sure if that's right, and then the question is if we're talking about a long armed person's "cubit" or short armed person. LOL Most modern translations put a cubit at 1.5 feet, but it's a guess.

Even if we're right on how a cubit was defined, that gets into how tall (presumably how long armed too) middle eastern men were almost 3,000 years ago when 1st Samuel was written. LOL
