They cannot ever admit they were wrong, so instead they double down and claim that if the do more of it, better, harder, then it will work the next time.
Not realizing that doing more of what didn’t work the first time is going to not work more, too, no matter how many times they do it.
No, they’re closing doors to “no”, not trying to convince anyone.
This closes a major loophole for them.
Bottom line, they care about nothing other than getting this crap in as many people as possible.
