Earlier this week, Pope Francis issued a video in which he appealed for people to get inoculated against COVID-19. He said, “Vaccination is a simple but profound way of promoting the common good and caring for each other, especially the most vulnerable.” The Church has made it clear that it is morally permissible to be vaccinated against COVID-19.
However, I am very much aware that some individuals struggle with poor health, underlying medical issues, or sincere moral objections to vaccines. It is important to remember that in Catholic moral theology, a person’s conscience may not be violated. We who are bishops and priests are called to assist with informing a person’s conscience. We do not replace one’s conscience. If a person has health concerns or moral objections about vaccines, he or she should not be forced into being vaccinated. Moreover, priests should not be involved in signing any document concerning the conscience of another.
As you have heard by now, Governor Jay Inslee has announced a statewide indoor mask mandate for individuals without regard to his or her vaccination status. The mandate becomes effective on Monday, August 23 and applies to indoor activities including parish events such as the celebration of Mass.
The governor also announced mandatory vaccination for all employees working in K-12 schools and higher education. This includes private and religious schools. While we encourage vaccination, we do not intend on violating the consciences of our Catholic school teachers nor do we intend on vouching for another person’s conscience. We are in conversation with civic and health officials about government mandated vaccination requirements and will offer further guidance to parish and school personnel in due time.

He's refusing to give religious exemptions to those Catholics who have moral reservations of receiving the deathvaxx.
His refusal of "vouching for one's conscience" is just a smokescreen for:
I quit the Catholic club years ago and don’t follow church politics and politicians. But I don’t see fault in this fellow acknowledging individual freedom.
He is not to blame for a government that does not respect God-given individual rights, yet does respect man-made religions.
As almost always... the problem here is gov’t.
The gov’t should NOT allow religion-based exemptions. There should be no need. Because gov’t should NOT be employing force this way in the first place.
The main thing I fault the Christian churches for in times like this is the lack of teaching / public advocacy for Freedom. Both Christianity and America are based entirely upon it. At an individual level. No need to involve institutional religion level nonsense in matters between the gov’t and individuals.
Many colleges and employers are requiring that a religious leader sign off on any moral exceptions to their vaccination mandates. This is why the bishop made this statement and why it is so cowardly.

He can’t give an exemption because this is a prudential judgment, not a question of doctrine. Use of the vaccines constitutes remote cooperation with the evil of abortion. In this case, the cooperation is very remote indeed, so that there’s no clear connection between taking the shot and encouraging future anti life actions. This isn’t casuistry; it’s sound traditional Catholic moral theology. If you have anything in your house made in China, you’re cooperating with evil much more closely. Our Lord himself acknowledged that in a fallen world, we are tangled up in evil, sometimes in ways impossible to avoid. Mary and Joseph cooperated with the Augustan tax edict, and Jesus himself did not forbid rendering unto Caesar. As much as I despise and distrust Cupich, I believe he’s on solid ground here.
It's not about doctrine. It's about one's morality developed from a well-formed Catholic conscience.
He could and should give exemptions.
Fauci did this before years ago for HIV and was denied approval by the FDA.
The best way to get funding and approval is to infiltrate the government with like minded criminals and you can go forward with poisoning the whole population while being made not liable for human experimentation.

Conscience is for discernment of moral questions. Conscience doesn’t generate morality. Morality doesn’t develop from conscience, well developed or otherwise.
However you argue it: it’s not about “doctrine” as you have claimed.
As you say: it’s not about doctrine. But in attempting to enlist the hierarchy in the cause of religious exemptions, you seek to make it about doctrine.
All Cupich is saying (how I hate to be in agreement with him) is that this is prudential matter, to be weighed by conscience.
OK. I hadn’t seen where any had required. I agree with you. He is leaving them out to dry after saying let their conscience be their guide.
After what he said about your conscience should be your guide I would go to another parish or church.
And there is not agreement amongst the bishops.

Forgive me, but I side with the orthodox bishops of Colorado and Bishop Strickland of Tyler, TX, not the likes of Cupich, Daly, Dolan, Gomez, McElroy, Seitz, Silva, Stowe etc. They are mini-francis dictators.

Therefore, it is not surprising that different Catholic school districts, for example, have developed different policies regarding a “conscience exemption” in such cases.

In March of 2007, the Committee discussed the issue and decided to recommend that diocesan institutions show a willingness to grant the exemption along the lines recommended by the Academy. In particular, in an area where public schools are granting a conscience exemption, based on the view of public health authorities that doing so does not pose a serious risk to the population, Catholic institutions should be willing to do so as well.
My son-in-law got a religious exemption in Los Angeles with out mentioning God. The exemption is about strongly held beliefs.
