The church (building) and property belong to the Bishop, not the pastor and not a separate corporate body (all property is held by the bishop in Catholic churches. The article made no mention of the bishop pressing charges, the police just charged the pastor based on the video a Peeping Tom took through a window of the church. The pastor engaging in sex acts in the church, like having sex in your place of business where you are legally allowed to be, is a fireable offense but its not really a matter of law enforcement.
I suspect that you might be an uptight a-hole that thinks everything should be a matter of criminal law enforcement. You may not be of that persuasion but I suspect it may be so.
