17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.

Yes we have a new covenant with God in Christ but that does not abolish the laws of the Old Testament.
But your reference to the Pharisees is correct.
The Righteous use of the tithes to the Temple was the care of the Temple and the care of the poor and sick, not that the scribes and Pharisees could live opulent life styles.
