I know some believe v. 19 refers to the same Ark the Hebrews carried through the wilderness and placed in the Holy of Holies. I disagree. I believe the physical ark was patterned after the one in glory, and thats the one in view here. I cant prove they are wrong, and they cant prove they are right. Each side is speculating.
Based on my study, I just happen to believe they make a weak case. If we read Hebrews 9:20-23 carefully, its telling us that those earthly things made with human hands were but patterns of the things of heaven. Everything about the temple and all of the accoutrements of Hebrew worship were types pointing to something much better. Ultimately it all pointed to the person or work of Christ. Its all about Him.

21 Moreover he sprinkled with blood both the tabernacle, and all the vessels of the ministry.
22 And almost all things are by the law purged with blood; and without shedding of blood is no remission.
