With all due respect, that instruction is not at all realistic. Why even bother to get married?

The situation is not what you seem to think. The Archbishop is talking about people who have married civilly but invalidly. They may have children. It would be unjust to the children for the mother and father to live apart. Such people can receive communion provided they abstain from acts of adultery.

Your remark is the same complaint the apostles made to Jesus.
That's the same response as the disciples:
His disciples said to him, If that is the case of a man with his wife, it is better not to marry. (Matt. 19:10)And yet our Lord did not soften his words at all.
