I believe at least some of faithhopecharity's accusations may apply to Paul IV, St. Pius V's predecessor once-removed. We may note that it's Paul IV, not St. Paul IV.

Paul 4 renewed all canonical restrictions against the Jewsas those prohibiting their practising medicine for Christian patients needing care, employing Christian servants, and the likeand he restricted them in commerce, forbade them to have more than one synagogue in any city, enforced the wearing of the yellow hat, ordered that no Jew could be addressed as “signor,” and decreed that they should live in a ghetto. The last measure was carried out in Rome — which became the infamous Roman Ghetto of historical record.
