Pope only infallible when speaking ex cathedra. Authentic teaching found when bishops (AND pope ratifying) speak usuall in council. And just what is the procedure for that?
Cause he says so?
Cause someone votes that it's so?
What are the Scriptural guidelines for ex cathedra statements?
