Because the church building and land, and all other property as well, is owned by the Presbytery - not by the congregation.
Even though the land and church building may have been paid for by great-grandparents of the current members, the current members must “purchase” the facility from the Presbytery at a price set by the Presbytery.
On paper, good will supposedly plays a role in the amount of money demanded for the congregation’s freedom.
I say supposedly because there usually isn’t a lot of good will to be found among authoritarian, doctrinaire progressives (they are so much smarter and well-intentioned than the rest of us, don’t you know).
