Forgive me, my point was that Francis really seems to have been that sort of disappointment concerning this and other issues and that Benedict XVI seemed to be a lot more common sense and Catholic tradition grounded.

The Cardinal's essential point that the Pope does not understand the refugee crisis, is entirely correct. For saying this, he gets a big "thumbs up" from me since I know of no other senior churchman who has made this point explicitly and it needs to be made.
The reasons for the Pope's lack of understanding can be debated. I believe the Czech cardinal was being charitable when he attributed it to the Pope's non-European origin. There are other explanations, as you say, but the cardinal is not going to go there.
