2003 was pre-Francis. Have we heard any condemnation from the Vatican today? Or is Francis too concerned with his global warming problem? He also didn’t seem concerned about Ireland’s sanctioning of sodomy.

He also didn’t seem concerned about Ireland’s sanctioning of sodomy. Francis can't change the Deposit of Faith. The 2003 Instruction was simply an application of the Deposit of Faith.
If you believe he can, you have far more faith in his abilities than I.
