No, he does not. The ordinary universal magisterium includes all things the Church has taught the Faithful regarding matters of faith and morals. According to you most of the things taught to the Faithful throughout the years were fallible. Outside the Church there is no Salvation is de fide. What Pope Eugene said was an infallible teaching of the Church. I know it’s not too popular during these days of false ecumenism and false unity, but it’s infallible.

So, by this standard you accept the magisterium’s teachings regarding matter of faith and morals at Vatican II?
