No, a prophet first speaks with God directly, usually face to face or through a vision, then relays that information to the people. He doesn't just speak for God, he speaks to God directly. In other words, he can't speak for God unless he has first spoken to God.
Song of Solomon was not written by a prophet, period. God didn't say to Solomon, "thus sayeth the Lord, her breasts are awesome." No, that didn't happen.
There were no prophets present at all when the Bible was compiled. In the all the councils from 300AD on there were no prophets. When the councils were deciding which words of God the would keep and which they would throw out, there were no prophets.
