It certainly is...You can't just cherry pick a verse out of the bunch (although you do) and build a doctrine on it...Read the rest of the chapter, and the one before it...
om 6:17 But God be thanked, that ye were the servants of sin, but ye have obeyed from the heart that form of doctrine which was delivered you.
Rom 6:18 Being then made free from sin, ye became the servants of righteousness.
You have to know what that doctrine is to apply the verse you refer to...And it has nothing to do with water baptism...
