Yes, magisterium is when the Church sets down a particular teaching. In some cases putting forth ideas and theories not found anywhere in the Bible. For example, the idea that Mary was always a virgin and never consummated her marriage with Joseph. In the 19th century, Pope Pius IX, put forward the dogma that Mary herself was born of an Immaculate Conception, even though no mention of the circumstances surrounding her birth in the Bible or anywhere else for that matter. Interesting to note that this is the very same pope who developed the concept of “papal infallibility”. I guess he didn’t want anyone questioning his ideas or theories.
If it’s OK with you, I prefer to stick as closely to scripture as possible and I don’t like making things up or making assumptions like that.
You really do not know the Church or the Magisterium. Christ established a Church. The Church is the 'pillar and foundation of Truth' You've seen the quotes from Scripture.
Christ did not establish a Bible. The Church Christ established created the Bible.

We would not have Scripture without the Catholic Church. But seriously, answer these two questions -
1. Where did Christ tell any of his Apostles to write a Bible?
2. Why do you believe Scripture if Christ never asked anyone to write it?
