Fact is policies and rules do change.

Yes. But we have Christ’s promise that the Church will always teach the truth.

“I have yet many things to say unto you, but ye cannot bear them now. Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.” John 16:12-13

“But if I tarry long, that thou mayest know how thou oughtest to behave thyself in the house of God, which is the church of the living God, the pillar and foundation of the truth.” 1Tim 3:15

The Church is a human institution. It is run by humans who make mistakes, who commit sins, and who are imperfect. Look no further than the recent homosexual-pedophile priest scandal and how the Church handled it as proof that human beings within the Church are capable of great error and horrendous mistakes and sins. The Church isn’t perfect. And its rules, rituals, and procedures are constantly subject to change. With respects to compulsory clerical celibacy, the current Pope has recently stated:

1) The policy is a discipline, not a dogma or a doctrine.

2) The policy was instituted many centuries after the founding of the Church.

3) The policy is always subject to change.

While I am not a fan of the current Pope, he is absolutely correct on all of those points.
