According to Scripture, all saved people are Saints. The saints referred to here are "canonized saints," meaning that the Church formally and infallibly recognizes their sainthood.

There was 'no canonization of saints' until ruthless Pope Gregory the IX...... He is known for instituting the Papal ‘Inquisition’, under him gazillions of people were murdered. So he doesn't exactly have a stellar reputation for determining sainthood.
Additionally he was not a friend by any means to the Jews.....he invested the doctrine of perpetual servitude of the Jews with the force of canonical law. (He was a lawyer).. Accordingly the followers of the Talmud would have to remain in a condition of 'political servitude until Judgment Day'....further ordering that all copies of the Jewish Talmud be confiscated and burned
