The context is simply for settling disputes between believers, not giving the governing body of any church ultimate authority to tell God how it’s going to be.

The context is simply for settling disputes between believers Yes. Like starting your idiotic "reformation" and forgetting what the Holy Scripture teaches. That was a "dispute between believers" till, of course, the Portestants stopped being believers altogether.
