Because He Knows what an Error it is for the Priest(Bishop/Cardinal...) to give communion with someone so out of communion with the Church.
Cardinal Raymond Burke You are 100% correct on this, but you don’t need me telling you this, however there are many in the Church that seem to fail on this very basic thing...

Call Evil By its Name and into the Light of Truth. This is what Every Christian is Called to Do, Have You? or have you failed to do something?
