Kids usually go to bed LONG before midnight - our bedtime was 9 p.m. on weekends. Dinner was usually about six. So, yeah, that is what happened. You even confirmed the fasting period was nothing after midnight. So, if a kid ate dinner at 6, went to bed at 9, got up and went to Mass Sunday morning, it's a VERY long time to expect a child to fast. Why do you think they changed it to only an hour?
