Yes, definitely a quid pro quo. In a just world, the Clintons should have been convicted for exchanging pardons for votes. It's obvious that the Hasidim wouldn't have voted over 99% HRC if that dirty deal wasn't made.

I don’t think anyone pretends that the 2000 vote in New Square was anything other than a quid pro quo (with the local rabbi asking people to vote for Hillary because she got them the pardon). New Square voted 99% Republican in 1998, and would vote 99% Republican in 2002.
