Some excommunications come directly from the Holy See, but very few, and for very specific reasons.

Most people excommunicate themselves automatically (latae sententiae).

For those excommunicated publicly, it is done by local bishops, and only after the person/group has gone through a trial, etc., where they have been given the opportunity to repent, or otherwise correct the situation.

Where is that in the Bible?

I am serious. You are talking about a very serious thing - being denied Salvation by Jesus Christ's sacrifice on the cross and going to Hell, forever. (There is no "purgatory" by the way either, only Heaven or Hell).

You are greatly mistaken in what you wrote and what you believe. I am a former Catholic - I used to believe it also. But the Truth is that only God Himself makes that determination of who has actually accepted Jesus Christ, and who has not. You must accept Christ in your heart:

"Everyone who calls on the name of the Lord will be saved."
Romans 10:13

The names of those who do are written in the Book of Life (it is an actual book).

Many come to accept Jesus Christ during the horrific Great Tribulation, but at a great price. Torture, persecution, and beheading await most of them.

When Christ defeats Satan in Chapter 19 of Revelation, there is great joy. Those invited to the marriage supper of the Lamb are celebrating with Him in heaven (Handel's Messiah was inspired by this passage).

ALL who have live will experience Resurrection. The First Resserection is for those who have accepted Christ. This is the one you want. This is the good news.

"4 I saw thrones on which were seated those who had been given authority to judge. And I saw the souls of those who had been beheaded because of their testimony about Jesus and because of the word of God. They had not worshiped the beast or its image and had not received its mark on their foreheads or their hands. They came to life and reigned with Christ a thousand years. 5 (The rest of the dead did not come to life until the thousand years were ended.) This is the first resurrection. 6 Blessed and holy are those who share in the first resurrection. The second death has no power over them, but they will be priests of God and of Christ and will reign with him for a thousand years."
Revelation 20: 4-6

Then, the sad (but true) Great White Throne Judgement happens.

"11 Then I saw a great white throne and him who was seated on it. The earth and the heavens fled from his presence, and there was no place for them. 12 And I saw the dead, great and small, standing before the throne, and books were opened. Another book was opened, which is the book of life. The dead were judged according to what they had done as recorded in the books. 13 The sea gave up the dead that were in it, and death and Hades gave up the dead that were in them, and each person was judged according to what they had done. 14 Then death and Hades were thrown into the lake of fire. The lake of fire is the second death. 15 Anyone whose name was not found written in the book of life was thrown into the lake of fire."
