A homily is not the place for these remarks. A confidential letter to the Cardinal, followed by a request to meet personally, etc., would be appropriate.

A homily certainly is the place to inform his parishioners of their canonical rights. How would a letter to the Cardinal serve to accomplish this?

I agree that a homily can inform the laity of their canonical rights. However, in my opinion, his remarks went too far.

He should have followed his chain of command. By not doing so, he is disrupting the good order and discipline of the parish.
