I think it’s a reasonable conjecture, but it has no basis in scripture, and seems to be at odds with the recorded participants in the first resurrection. As long as we all know it is a super-scriptural supposition...
This is the type of thing that I think is fine to speculate on, but the answer doesn’t really matter.
God is just, and that is all we can be sure of or need know.
