You stated that every town in the world that had a Catholic Church had a Latin mass. That is patently false. The link you gave only shows that many Trads have to drive quite a distance to get to a Latin Mass in the US(and, again, that’s here in the US). It is true that it is not “forbidden” but it’s not something easily come by for most Traditional Catholics.

It is my understanding that until Benedict’s Motu Proprio in 2007, there were no Latin masses after Vatican II. Not officially forbidden, but not encouraged either. Then again, the FFI was forbidden to celebrate the Latin mass quite recently, so things seem to be a-changing under Francis’ watch.
