Apparently, the US bishops have decided not to disseminate this questionairre down to the parish level, instead relying on bishops to provide the input. In this case, I think I have to agree with the USCCB. Apparently, the bishops of England and Wales have set up an online survey to gain the needed inputs, available to all the lay faithful. That was apparently, according to NCR, what Rome desired, or something like that.

It appears that the USCCB is going against the Vatican. I'd be lying if I did not say I was shocked. The author of the link you provided in post 17 says that he learned that asking the laity for feedback via a survey was not unprecedented. Does anyone know when this happened in the past?
