The back end of this statement is that if the investigation finds the perp(s) they will seek to prosecute the vandalism as a hate crime. A sort of amnesty for atheists’ confession program not likely to succeed, but a good Christian example.
He should have at least added a little spice.
“If you will come forward and confess your crime we will not press charges or pursue prosecution against you, *based on the evidence of your identity*.”
(I put “identity” in the singular intentionally, because it implies that the identity of *one* of them is known. This will put more pressure on *all* of them than saying “identities”.)
