Yes on Genesis 1:14. But the moon phases are not relevant to the counting from the ‘Vernal equinox’ 14 days. Now I think it is curious that conception took place at the winter solstice, birth took place near the time of the autumn equinox, crucifixion took place near the spring equinox... but what event took place near the summer solstice? This is not a trick question because I do not know.
Where does it ever say to begin the count to Passover from the Equinox (turn of the year)?
It says this: [Exodus 12:6] And ye shall keep it up until the fourteenth day of the same month: and the whole assembly of the congregation of Israel shall kill it in the evening.
Most of the time the Equinox and the new moon of Nisan/Abib do not occur together.......so this passage is telling the Israelites to count 14 days from the beginning of the "moon" (Month).
Moon/yrach (Strong's #3393)a month:--month.
[Ezra 6:15] And this house was finished on the third day of the month (moon/yrach) Adar, which was in the sixth year of the reign of Darius the king.

You're correct again. The Equinoxes (Vernal and Autumnal) begin and end the Hebrew "Festival year"....but I'm not sure the Solstice has any thing to do with Yahweh's calendar. The only thing biblical I can think of occurring about then would be conception of John the Baptist:
[Luke 1:23-25]And it came to pass, that, as soon as the days of his ministration were accomplished, he departed to his own house. And after those days his wife Elisabeth conceived, and hid herself five months, saying, Thus hath the Lord dealt with me in the days wherein he looked on me, to take away my reproach among men.
[Luke 1:26-38]And in the sixth month the angel Gabriel was sent from God unto a city of Galilee, named Nazareth, To a virgin espoused to a man whose name was Joseph, of the house of David; and the virgin's name was Mary. And the angel came in unto her, and said, Hail, thou that art highly favoured, the Lord is with thee: blessed art thou among women. And when she saw him, she was troubled at his saying, and cast in her mind what manner of salutation this should be. And the angel said unto her, Fear not, Mary: for thou hast found favour with God. And, behold, thou shalt conceive in thy womb, and bring forth a son, and shalt call his name JESUS. He shall be great, and shall be called the Son of the Highest: and the Lord God shall give unto him the throne of his father David: And he shall reign over the house of Jacob for ever; and of his kingdom there shall be no end. Then said Mary unto the angel, How shall this be, seeing I know not a man? And the angel answered and said unto her, The Holy Ghost shall come upon thee, and the power of the Highest shall overshadow thee: therefore also that holy thing which shall be born of thee shall be called the Son of God. And, behold, thy cousin Elisabeth, she hath also conceived a son in her old age: and this is the sixth month with her, who was called barren. For with God nothing shall be impossible. And Mary said, Behold the handmaid of the Lord; be it unto me according to thy word. And the angel departed from her.
