Just so you know,
Kerry, Giuliani, Schwarzenegger, Capuano, Granholm, Sebelius, Pataki, Cellucci and Cuomo have all been refused communion.
The weak link has been Cardinal Wuerl, Archbishop of Washington, who has publicly characterized the Vatican’s directive not to admit pro-abortion politicians to communion as “using [the Eucharist] as a political weapon,” insisting that whatever sin is the responsibility of the politician, not the pastor. He has been singled out by Cardinal Burke for such defiance.
Unfortunately, Cardinal Wuerl has his own apostolic authority. Short of deeming him a heretic and excommunicating him, there is little that Rome can do. And while you could make a pretty good case that it would be a heresy to say that someone may receive the Eucharist despite “assisting the procurement of an abortion,” it would probably require an ecumenical council to determine that it’s a heresy to permit reception of the eucharist despite voting for the “right” to an abortion.
Do not expect an ex cathedra proclamation using the pope’s infallible authority. Such proclamations have always been couched in terms respecting the collegiality of bishops, that a consensus of bishops now and throughout history have recognize a doctrine as true. Cardinal Wuerl’s position is the counter-example which would disprove this assertion.
