Should someone be considered qualified as a priest, if he doesn’t understand the Scriptures or is unfamiliar with the Scriptures?

Well, you've just opened another can of worms.

In Catholicism, it's what the Church teaches that you have to obey and follow. You see, they claim the Catholic church WROTE Scripture, therefore the conclusion is that they own it and they and and do claim to be the only infallible interpreters of it. Therefore Scripture means what they say it means, not what it says.

What they appeal to for final authority is the Catechism of the Catholic church, so it doesn't appear that familiarity with or competence in Scripture is a factor for becoming a Catholic priest.

no they don't....they do say that once it was written, they COPIED it by hand and were solely responsible for preserving and protecting it and making it available to YOU....say thanks!
