I'm pretty sure that the "teachings of the Catholic faith" do not rest on "Ceasar's" generosity; i.e., the teachings do not depend on government to implement its actions. If the Catholic Church wants to put their beliefs into actions, do it through local appeals, not through government coercion. It's this dependency upon the government to implement "social justice" that brought us Obamacare. Look where that got the Church.
That was one of the best descriptions of subsidiarity I've seen. The Catholic Social Justice teachings are so misunderstood because the principle of subsidiarity is never mentioned - keeping charity at the level nearest to the giver and the receiver. This way, both benefit. The giver feels empathy for the receiver and extends God's love to them. The receiver feels thankful and receives, knowing that God has provided. Much better than the feelings of theft and entitlement that government brings into the equation.
