and then there are those not descended from Israel who belong to Israel.
therefore all “Israel” shall be saved.

The father of Israel is Abraham. Not all of Abrahams offspring are Israelites. Jacob’s decedents are Israelites, Esau’s are not.
Romans 9:6 Not as though the word of God hath taken none effect.
