That is certainly one important reason for releasing the names.
Clearly, releasing the names isn't illegal, or dozens of diocese wouldn't be releasing the names of accused priests.
Whether these dioceses are interested in the welfare of families and children, or they are concerned with avoiding further criminal charges of collusion and conspiracy, we don't know.
