Since the ELCA intends to make it more difficult to leave the ELCA, every congregation who is contemplating leaving the ELCA should take action before the next CWA. And if it is apparent that the majority wants to leave, they should consider joining LCMC, NALC, etc.

Joining another church body only requires a majority vote, and there isn’t a requirement to actually leave the ELCA first.

And the second majority vote can authorize giving nary a nickel to the ELCA or that church's regional ELCA snyod. Let's see how eager the ELCA would be to keep spending money sending denominational propaganda to the non-supportive church.
