Let us see what precedes these words in order to put them in context:
36 25 I tell you, on the day of judgment people will render an account for every careless word they speak. 37 By your words you will be acquitted, and by your words you will be condemned."
And who is He speaking to? He is reprimanding the Pharisees and their behaviour. Not the reprobate. Why is it that you guys so continuously, achingly, get it wrong? You are the Bahble Believers (t). Is is because the Bahble isn't enough? Perhaps you need God more.
