Thank you.

He says he’s accepted Christ but I’m concern about his reliance on all of the other non-Biblical items and procedures.

If he received the Sacrament of the Sick, he should have made a confession. If he made a confession he professed not only faith in Christ but sorrow for his sins and confidence in Christ's forgiveness.

Sounds to me like at least to some extent he believes in his heart and confesses (in the other sense) with his lips. (Romans 10:9)

I will cop to being a little freaked by the whole brown scapular thing. If he thinks the scapular will save him, there's a problem. If the scapular prompts him to have confidence in Jesus and His Love --- even if it's through our Lady of Mt Carmel, not so bad.

But I would be cautious in judging the revival of somebody else's faith. Mustard seeds appear negligible. They're not.

Anyway, my prayers for you and him in this sorrowful time.
