"... as the encyclical states." That's it! That's all the proof needed. No Scripture? No matter! We have the "infallible" word of a man and that is all we need.

That's right! We have Tradition as well as Scripture, or didn't you know that?
That's pretty basic stuff. Jesus never told his apostles to write down a single word. He did, however, command them to TEACH all nations. St. Paul tells his readers to hold fast to the truths of the faith handed down, whether received by written word or by preaching.

Oh I knew allright. The clinker is that the "Tradition" you refer to is man made and well beyond the time of the Apostles.

This is definitely not the Tradition Paul spoke of.

1Corinthians 11:
[2] I commend you because you remember me in everything and maintain the traditions even as I have delivered them to you.

============================================================

2Thessalonian 2:
[15] So then, brethren, stand firm and hold to the traditions which you were taught by us, either by word of mouth or by letter.

Infallible? Did you say infallible? And tradition?

what does this mean? It comes through the contemplation and study of believers who ponder these things in their hearts (cf. Luke 2:19,51). It comes from the intimate sense of spiritual realities which they experience.- Second Vatican Council.

What is the "IT" being referred to? Insight. Insight is one of the ways in which Tradition makes progress in the Church. So insight is the way Tradition continues for the Faithful

According to the Second Vatican Council, "Dogmatic Constitution on the Church" no. 12, Roman Catholicism teaches that the faithful have a "supernatural appreciation of faith. Called the sensus fidelium, the consensus of faith (Council of Trent, session 6, chapter 7). It is an "..instinctive sensitivity and discrimination which the members of the Church possess in matters of faith.

Which brings me to the question: what does this mean?

" In that which the faithful hold in common to be the true Catholic faith, they are infallible and "cannot err in matters of belief".- Second Vatican Council.

Just how are the faithful able to infallibly recognize "truth." ?
