Yes because modern usage has taken the word “hail” to mean a more specialized greeting as in Hail ceasar or Hail Hitler...as opposed to to just a simple “hello”. So the way it is used now in these Prayers, in terms of how folks use the term in modern contexts is an implicit amplification of her personage to level of Spiritual royalty. Gabriel told her that she was highly favored of God, but never refered to her as the “pre immaculate chosen co-redemptrix of God”. If Mary had been those things, Gabriel would have acknowledged her as such...and that point might have organized a kickline and choirs of adoring angels! Mary was not what Catholics have made her out to be or Gabriel would have said so!
